A great contributor to the success the Houston TranStar partnership has enjoyed is the participation of the Harris County Office of Emergency Management (OEM). Houston is the first major metropolitan area in the country to combine the resources and expertise of the Office of Emergency Management with Transportation Managers into one state-of-the-art center.

The result of this unique combination of resources and expertise is seamless and effective teamwork that responds to emergency situations and provides a valuable service to the citizens of the greater Houston region.

The mission/objective of the Office of Emergency Management is to treat each action as one phase of a comprehensive process, with each phase building on the accomplishments of the preceding one. The overall goal is to minimize the impact caused by an emergency situation on the citizens of the greater Houston region.
