30 Years Strong: Driving the Future of Regional Safety and Mobility

Houston’s rapid growth from the 1970s through the 1990s transformed the region into a global energy powerhouse, with a booming skyline, expanding population and increasingly complex transportation demands. From the oil-driven construction surge and economic swings of the 1980s to the diversification and job growth of the 1990s, the region’s expansion placed new pressure on its roadways. After experiencing firsthand the frustration of Houston traffic in 1992, former Mayor Bob Lanier brought together agency leaders and traffic experts to find solutions to ease traffic, laying the groundwork for what would become Houston TranStar.

Established in 1993 and fully operational in 1996, Houston TranStar united the City of Houston, Harris County, Metropolitan Transit Authority of Harris County (METRO) and the Texas Department of Transportation (TxDOT) under one roof to create a nationally recognized model for interagency collaboration. For 30 years, Houston TranStar has been at the forefront of transportation and emergency management, using innovation, technology and partnership to manage traffic operations, coordinate emergency response and deliver real-time information that keeps millions of residents and travelers safely connected across Southeast Texas.

As we launch our yearlong anniversary campaign, “30 Years Strong: Driving the Future of Regional Safety and Mobility,” we honor the roads we’ve traveled, the partnerships that define us and the professionals who work around the clock behind the scenes. From major weather events to everyday commutes and regional events, collaboration has always been our strength.

Houston TranStar Pioneers

We invite you to explore the stories of distinguished Houston TranStar pioneers whose leadership, vision and commitment helped shape Houston TranStar into the nationally recognized consortium it is today. Through their reflections, you’ll gain a behind-the-scenes look at the early challenges, defining moments and proud achievements that built the foundation for 30 Years Strong, and continue to guide us into the future.

Dinah Massie – Dinah Massie served Houston TranStar for more than 16 years, including as Executive Director from 2018 to 2022, during which she led coordination efforts among the City of Houston, Harris County, METRO and TxDOT to deliver regional transportation and emergency management services. Massie oversaw facility operations and capital improvements, public outreach and interagency policy development, while supporting emergency response efforts. Before assuming the role of Executive Director, Massie served as Houston TranStar’s Public Information Officer, strengthening community and media relations and advancing key regional mobility initiatives.


Tim Kelly – Tim Kelly served METRO and Houston TranStar as a Police Lieutenant, Chief of Police and finally as METRO’s Executive Vice President. Kelly was METRO’s first on-site Agency Manager at Houston TranStar, working in the building from 1996 to 2005. A trusted facilitator and collaborator, Tim helped guide partner agencies toward a shared mission, fostering communication and unity across the consortium. Hurricane Rita’s evacuation marked a defining moment in his tenure, shaping improved regional response efforts and strengthening public safety collaboration.


Tom Lambert – Tom Lambert served as METRO’s Chief of Police when Houston TranStar opened in April 1996 and was a key member of the original Houston TranStar Leadership Team. After 28 years as Police Chief, Lambert became METRO’s Chief Executive Officer and served on Houston TranStar’s Executive Committee until his retirement in December 2023. Throughout his career, he championed the integration of METRO’s bus, rail and police communications at Houston TranStar, strengthening partner agency coordination and regional mobility. Tom trusted and empowered his staff and partner agency personnel to do strong work, and under his leadership, both the region and Houston TranStar teams thrived.


Mike Vickich – Mike Vickich serves as a software engineer with the Texas A&M Transportation Institute and has supported the Houston TranStar partnership since its inception, developing transportation software systems and digital tools. Mike played a key role in building and maintaining the original Houston TranStar website, visited today by more than 500,000 unique users monthly, which sees millions of unique visits during major regional events. Mike’s work has helped ensure the traveling public has reliable, real-time information at their fingertips to navigate Southeast Texas safely and efficiently.
